Stärkung der Nachfrage nach Kunststoffrezyklaten | oeko.de

Um die Kreislaufführung von Kunststoffen zu fördern, wurden in dem hier vorgestellten Projekt verschiedene Instrumente geprüft, mit denen die Nachfrage nach Kunststoffrezyklaten erhöht werden kann. Während Abfälle aus der Produktion und der Verarbeitung von Kunststoffen bereits weitestgehend ins Recycling gehen, gibt es beim Recycling von Endverbraucherabfällen noch erhebliche Steigerungspotenziale. Zugleich ist gerade das Recycling von Endverbraucherabfällen, unter anderem aufgrund ihrer Heterogenität, eine deutlich größere Herausforderung, so dass speziell hier Instrumente gebraucht werden, die eine Steigerung fördern. In den Betrachtungsrahmen wurden aus den genannten Gründen nur Rezyklate einbezogen, die aus Endverbraucherabfällen stammen (Post-Consumer Rezyklat, PCR). Eine Möglichkeit der Förderung des Recyclings und der Nachfrage nach Kunststoffrezyklaten stellen Rezyklateinsatzquoten dar. Dafür wurden produktspezifische PCR-Einsatzquoten für Kunststoffe geprüft und für ausgewählte Produkte konkrete Quotenhöhen vorgeschlagen. Mit der polymerspezifischen Substitutionsquote wurde eine weitere Möglichkeit der Quotenvorgabe untersucht und damit verbundene Fragestellungen beleuchtet. Abschließend erfolgte ein Vergleich beider Quotenvorgaben, wobei sich diese nicht gegenseitig ausschließen, sondern auch komplementär eingesetzt werden können.

Fossil fuel divestment and climate change: Reviewing contested arguments | oeko.de

The strategy of fossil fuel divestment has attracted considerable attention in recent years, particularly in the press and social media. Spearheaded as a movement based on ethical principles, divestment has been suggested to play a potential role in shaping public opinion and policymaking on climate change. The growing size of the movement has prompted debate about the extent of its impact on fossil fuel companies and climate change mitigation efforts. This article investigates the potential effectiveness of the divestment movement according to the end goal of climate campaigners – to bring about a complete break from fossil fuels. We collect and qualify the key arguments as found mainly in the informal debate, and to a lesser extent in the academic literature. This will help readers to make an informed judgement that can contribute to a constructive debate about the effectiveness of divestment. We organize the literature into arguments for and against divestment, and explain how these relate to each other. In addition, we derive suggestions for further research on divestment.

Increasing public support for climate policy proposals: a research agenda on governable acceptability factors | oeko.de

Addressing climate change demands a varied policy toolkit, ranging from supportive measures to more assertive interventions. However, the latter, especially when impacting consumers’ daily lives, often face public opposition. Current research mainly investigates personal or country-level characteristics and personal perceptions that are beyond the direct influence of policymakers, offering limited insight into enhancing the acceptability of specific policy instruments within a given societal context. Acceptability factors that policy-makers can directly influence have received less attention and mostly in single-case or single-factor studies. This perspective article critiques the current state of knowledge and calls for a surge in research on ‘governable acceptability factors’. It introduces them as a key category for future research, proposes a definition, and outlines research needs and questions concerning four sub-categories of such factors: policy instrument characteristics, temporal aspects, actor invo

Environmental integrity of international carbon market mechanisms under the Paris Agreement | oeko.de

The Paris Agreement establishes provisions for using international carbon market mechanisms to achieve climate mitigation contributions. Environmental integrity is a key principle for using such mechanisms under the Agreement. This paper systematically identifies and categorizes issues and options to achieve environmental integrity, including how it could be defined, what influences it, and what approaches could mitigate environmental integrity risks. Here, environmental integrity is assumed to be ensured if the engagement in international transfers of carbon market units leads to the same or lower aggregated global emissions. Four factors are identified that influence environmental integrity: the accounting for international transfers; the quality of units generated, i.e. whether the mechanism ensures that the issuance or transfer of units leads to emission reductions in the transferring country; the ambition and scope of the mitigation target of the transferring country; and incentives or disincentives for future mitigation action, such as possible disincentives for transferring countries to define future mitigation targets less ambitiously or more narrowly in order to sell more units. It is recommended that policy-makers combine several approaches to address the significant risks to environmental integrity.

An increasing number of countries employ net-zero decarbonization targets in their climate policies, which requires decarbonizing socio-technical systems like the energy system by mid-century. While there is a high level of agreement about net-zero targets, there remains great uncertainty as to how to meet them. At the same time, the challenges of building a new system that fulfils systemic targets such as net-zero are insufficiently reflected on in the sustainability transitions literature. With the help of a literature review building on theories of socio-technical transitions, this paper introduces system building dimensions that account for the difficulties of net-zero transitions. We identify four such dimensions: (1) competing potential system configurations with different sustainability implications; (2) a broad range of complementary system elements needed; (3) lock-ins and path dependencies in the system building process; and (4) the politics of system building. Enough? The role of sufficiency in European energy and climate plans | oeko.de

Energy sufficiency is one of the three energy sustainability strategies, next to energy efficiency and renewable energies. We analyse to what extent European governments follow this strategy, by conducting a systematic document analysis of all available European National Energy and Climate Plans (NECPs) and Long-Term Strategies (LTSs). We collect and categorise a total of 230 sufficiency-related policy measures, finding large differences between countries. We find most sufficiency policies in the transport sector, when classifying also modal shift policies to change the service quality of transport as sufficiency policies. Types of sufficiency policy instruments vary considerably from sector to sector, for instance the focus on financial incentives and fiscal instruments in the mobility sector, information in the building sector, and financial incentive/tax instruments in cross-sectoral application. Regulatory instruments currently play a minor role for sufficiency policy in the national energy and climate plans of EU member states. Similar to energy efficiency in recent decades, sufficiency still largely referred to as micro-level individual behaviour change or necessary exogenous trends that will need to take place. The Sustainable Development Goals (SDGs) adopted by the United Nations provide normative orientation for many national and regional governments as well as actors from industry and other parts of the civil society. There is a growing consensus that the corresponding transformation processes needed – e.g., in the field of production and consumption patterns (SDG 12) – have to be fostered by a corresponding institutional framework. Properly designed experiments that generate a learning system for all actors involved may be an important building block. Based on an interdisciplinary approach, we provide an overview of the various terminologies for experimentation currently discussed in the social sciences, derive common criteria for a broader approach to the concept of “regulatory experimentation” in reflexive governance structures and present a novel conceptual framework for analysing empirical studies of regulatory experiments. European-Led Climate Policy versus Global Mitigation Action: Implications on Trade, Technology, and Energy | oeko.de

This paper examines how changes in an international climate regime would affect the European decarbonization strategy and costs through the mechanisms of trade, technology, and innovation. We present the results from the Energy Modeling Forum (EMF) model comparison study on European climate policy to 2050. Moving from a no-policy scenario to an existing-policies case reduces all energy imports, on average. Introducing a more stringent climate policy target for the EU only leads to slightly greater global emission reductions. Consumers and producers in Europe bear most of the additional burden and inevitably face some economic losses. More ambitious mitigation action outside Europe, especially when paired with a well-operating global carbon market, could reduce the burden for Europe significantly. Because of global learning, the costs of wind and especially solar-PV in Europe would decline below the levels observed in the existing-policy case and increased R&D spending outside the EU would leverage EU R&D investments as well. Invasion and management of alien Hedychium gardnerianum (kahili ginger, Zingiberaceae) alter plant species composition of a montane rainforest on the island of Hawai’i | oeko.de

Hedychium gardnerianum is a major invader of native Hawaiian forests and suspected of smothering native understory species and preventing native tree seedlings’ establishment. In this study, effects on species composition in six vegetation layers of a Hawaiian rainforest were examined (Tree Layer 1, Tree Layer 2, Fern-Shrub Layer, Herb Layer, Bryophyte–Herb Layer, and Bryophyte Layer). Three different area types were compared, which included (i) Natural area types with no influence of non-native species, (ii) Ginger area types with a Hedychium gardnerianum dominated herb layer, and (iii) Cleared area types, which were treated with herbicide to remove alien species in 1998. Species composition sampled in 2004 of the upper three vegetation layers (Tree Layer 1, Tree Layer 2, and Fern-Shrub Layer) differed little. The lower three vegetation layers (Herb Layer, Bryophyte–Herb Layer, and Bryophyte Layer) showed highly significant differences. Species composition in the Ginger area types showed notable abundances of non-native Psidium cattleianum, but low coverage of native species. In the area freed of Hedychium gardnerianum (Cleared area types), native species are regenerating, although it still reveals signs of disturbance. If this area is managed to prevent reinvasion, then it is likely to regain a natural forest structure.

Impacts of power sector model features on optimal capacity expansion: A comparative study | oeko.de

The transition towards decarbonized energy systems requires the expansion of renewable and flexibility technologies in power sectors. Many powerful tools exist to find optimal capacity expansion. In a stylized comparison of six models, we evaluate the capacity expansion results of basic power sector technologies. The technologies under investigation include base- and peak load power plants, electricity storage, and transmission. We define four highly simplified and harmonized test cases that focus on the expansion of only one or two specific technologies to isolate their effects on model results. We find that deviating assumptions on limited availability factors of technologies cause technology-specific deviations between optimal capacity expansion in models in almost all test cases. Fixed energy-to-power ratios of storage can entirely change optimal expansion outcomes, especially shifting the ratio between short- and long-duration storage. Fixed initial and final-period storage levels can affect the seasonal use of long-duration storage. Models with a pre-ordered dispatch structure substantially deviate from linear optimization models, as missing foresight and limited flexibility can lead to higher capacity investments. A simplified net transfer capacity approach underestimates the need for grid infrastructure compared to a more detailed direct current load flow approach. We further find deviations in model results of optimal storage and transmission capacity expansion between regions, and link them to variable renewable energy generation and demand characteristics. We expect that the general effects identified in our stylized setting also hold in more detailed model applications, although they may be less visible there.
