Embracing sufficiency to accelerate the energy transition | oeko.de

In a rapidly warming world, the transition to renewable energy faces challenges on many fronts. Sufficiency measures, which focus on reducing overall energy demand, hold great potential to accelerate the energy transition and create truly sustainable societies, yet remain underexplored in policy circles. In our perspective, we emphasize sufficiency as a cornerstone for a successful energy transition and broader societal sustainability. We identify key barriers to sufficiency and sketch how policymakers, businesses, researchers, the media and arts, and civil society can help to overcome them. We note that a full transition to sufficiency, beyond individual interventions or novel practices, requires systemic changes that address underlying structural barriers, and distil four broad lessons from the field of transition studies that can help achieve these systemic changes. We call on relevant stakeholders to embrace sufficiency in order to accelerate the energy transition.

Environmental integrity of international carbon market mechanisms under the Paris Agreement | oeko.de

The Paris Agreement establishes provisions for using international carbon market mechanisms to achieve climate mitigation contributions. Environmental integrity is a key principle for using such mechanisms under the Agreement. This paper systematically identifies and categorizes issues and options to achieve environmental integrity, including how it could be defined, what influences it, and what approaches could mitigate environmental integrity risks. Here, environmental integrity is assumed to be ensured if the engagement in international transfers of carbon market units leads to the same or lower aggregated global emissions. Four factors are identified that influence environmental integrity: the accounting for international transfers; the quality of units generated, i.e. whether the mechanism ensures that the issuance or transfer of units leads to emission reductions in the transferring country; the ambition and scope of the mitigation target of the transferring country; and incentives or disincentives for future mitigation action, such as possible disincentives for transferring countries to define future mitigation targets less ambitiously or more narrowly in order to sell more units. It is recommended that policy-makers combine several approaches to address the significant risks to environmental integrity.

Die Fernwärme gewinnt bei der Dekarbonisierung der Wärmeversorgung von Gebäuden in ganz Europa an Bedeutung. Daher müssen Fernwärmenetze ausgebaut und gleichzeitig dekarbonisiert werden. Um die Nutzung von erneuerbarer Wärme und Abwärme zu erhöhen sind saisonale Wärmespeicher wichtig. In dem Paper wird der Bedarf saisonaler Wärmespeicher in drei städtischen Fernwärmesystemen in Deutschland sowie die potenzielle Rolle der Aquifer-Wärmespeicherung als eine Option für die saisonale Wärmespeicherung bewertet. Die drei untersuchten Fernwärmesysteme liegen in den geothermischen Regionen des Oberrheingrabens, des Süddeutschen Molassebeckens und des Norddeutschen Beckens. Die Netze unterscheiden sich hinsichtlich der Vorlauftemperaturen und des verfügbaren erneuerbaren und Abwärme-Potenzials im Sommer.

Doch Gebote, Standards oder Verbote gehören zu einem effektiven und sozial gerechten Instrumentenmix dazu. Die Akzeptanz solcher Maßnahmen in der Bevölkerung kann gesteigert werden, indem etwa Härtefallregelungen vorgesehen sind oder eine Testphase vorgeschaltet wird. Auf solche Akzeptanzfaktoren sollte die Politik bei der Einführung neuer Maßnahmen achten.

Gas grid regulation in the context of net zero transitions: A review of seven European countries | oeko.de

This paper addresses the urgent need for reforming gas infrastructure planning in Europe to align with climate targets. Currently, gas grid development is reactive, driven by distribution system operators (DSOs), rather than proactively adapting to declining demand for fossil gas which is required in order to meet climate goals. Drawing on case studies from seven European countries, this paper explores gas grid regulation in the context of net zero. We find that current regulatory frameworks across many countries show a disconnect between infrastructure planning and the necessity to phase out fossil gas. There are, however, first steps being taken now to deal with the challenge of falling gas demand. We draw on those examples and develop policy recommendations for managing the transition away from fossil gas in a more coordinated and fairer way.

Systematic assessment of the achieved emission reductions of carbon crediting projects | oeko.de

Carbon markets play an important role in firms’ and governments’ climate strategies. Carbon crediting mechanisms allow project developers to earn carbon credits through mitigation projects. Several studies have raised concerns about environmental integrity, though a systematic evaluation is missing. We synthesized studies relying on experimental or rigorous observational methods, covering 14 studies on 2346 carbon mitigation projects and 51 studies investigating similar field interventions implemented without issuing carbon credits. The analysis covers one-fifth of the credit volume issued to date, almost 1 billion tons of CO2e.Weestimate that less than 16% of the carbon credits issued to the investigated projects constitute real emission reductions, with 11% for cookstoves, 16% for SF6 destruction, 25% for avoided deforestation, 68% for HFC-23 abatement, and no statistically significant emission reductions from wind power and improved forest management projects. Published in: Historical Social Research 49 (2024)1 A major challenge in building and securing a repository for high-level waste is the long-time spans needed for site selection, construction, storage, and closure. Depending on the type of site selection procedure and the chosen repository concept, this can take decades or even more than a century. Even today, this applies to many places in all countries that have or are oper-ating nuclear power plants. These include the sites for interim or final storage or reprocessing. Over time, other places will also be affected during the site selection procedure and afterwards during construction and disposal. The processes will cause landscape transformations to a greater or lesser extent, to allow for activities including transportation and excavation. Nuclear waste governance is an extremely challenging and contested issue, starting with site selection, because nobody wants nuclear waste close by. Technologies and societies can change considerably over time.

Die dringende Transformation unseres Energiesystems hin zu einer nachhaltigen Infrastruktur der Daseinsvorsorge scheitert in der regionalen Umsetzung regelmäßig an raumbezogenen und gesellschaftlichen Anforderungen des ländlichen Raums. In diesem Beitrag werden amBeispiel eines transdisziplinären Projektes Dilemmata in der partizipativen Umsetzung der regionalen Energiewende identifiziert und Gelingensbedingungen einer raumsensiblen Energiewende-Governance formuliert. Wie mit dem entwickelten Governance-Ansatz zur „Co-Transformation“ gezeigt wird, können kontextsensitive Partizipationsformen der Co-Regulierung, Co-Allokation und Co-Visionierung zur Verfahrens-, Verteilungs- sowie Zukunftsgerechtigkeit und damit zur Akzeptabilität der regionalen Energiewende als Daseinsvorsorgeinfrastruktur im ländlichen Raum beitragen.
