Research into sufficiency at business level often focuses on pioneers and a bottom-up approach to transformation. However, business activities are shaped and limited by political framework conditions. We analyze the interdependent relationships between business and policy making, arguing for greater emphasis on the structural perspective to foster sufficiency-oriented shifts in business.

Die dringende Transformation unseres Energiesystems hin zu einer nachhaltigen Infrastruktur der Daseinsvorsorge scheitert in der regionalen Umsetzung regelmäßig an raumbezogenen und gesellschaftlichen Anforderungen des ländlichen Raums. In diesem Beitrag werden amBeispiel eines transdisziplinären Projektes Dilemmata in der partizipativen Umsetzung der regionalen Energiewende identifiziert und Gelingensbedingungen einer raumsensiblen Energiewende-Governance formuliert. Wie mit dem entwickelten Governance-Ansatz zur „Co-Transformation“ gezeigt wird, können kontextsensitive Partizipationsformen der Co-Regulierung, Co-Allokation und Co-Visionierung zur Verfahrens-, Verteilungs- sowie Zukunftsgerechtigkeit und damit zur Akzeptabilität der regionalen Energiewende als Daseinsvorsorgeinfrastruktur im ländlichen Raum beitragen. Die gesetzliche Regelung klimaschutzbezogener Sorgfaltspflichten ist geboten und zu erwarten. Wichtige Entscheidungen, wie der Beschluss des Bundesverfassungsgerichts zum deutschen Klimaschutzgesetz und das niederländische Urteil im Fall Milieudefensie v. Shell dürften der Frage nach einer Integration solcher Pflichten in eine Lieferkettengesetzgebung neue Dynamik verleihen. Dazu, wie eine gesetzliche Regelung sinnvoll und effektiv ausgestaltet werden kann, sind aber noch viele Fragen offen. Dieser Beitrag bemüht sich um erste Antworten.

Published in: Historical Social Research 49 (2024)1 A major challenge in building and securing a repository for high-level waste is the long-time spans needed for site selection, construction, storage, and closure. Depending on the type of site selection procedure and the chosen repository concept, this can take decades or even more than a century. Even today, this applies to many places in all countries that have or are oper-ating nuclear power plants. These include the sites for interim or final storage or reprocessing. Over time, other places will also be affected during the site selection procedure and afterwards during construction and disposal. The processes will cause landscape transformations to a greater or lesser extent, to allow for activities including transportation and excavation. Nuclear waste governance is an extremely challenging and contested issue, starting with site selection, because nobody wants nuclear waste close by. Technologies and societies can change considerably over time.

This paper addresses the urgent need for reforming gas infrastructure planning in Europe to align with climate targets. Currently, gas grid development is reactive, driven by distribution system operators (DSOs), rather than proactively adapting to declining demand for fossil gas which is required in order to meet climate goals. Drawing on case studies from seven European countries, this paper explores gas grid regulation in the context of net zero. We find that current regulatory frameworks across many countries show a disconnect between infrastructure planning and the necessity to phase out fossil gas. There are, however, first steps being taken now to deal with the challenge of falling gas demand. We draw on those examples and develop policy recommendations for managing the transition away from fossil gas in a more coordinated and fairer way.

The Global Stocktake (GST) takes a central role within the architecture of the Paris Agreement, with many hoping that it will become a catalyst for increased mitigation ambition. This paper outlines four governance functions for an ideal GST: pacemaker, ensurer of accountability, driver of ambition and provider of guidance and signal. The GST can set the pace of progress by stimulating and synchronizing policy processes across governance levels. It can ensure accountability of Parties through transparency and public information sharing. Ambition can be enhanced through benchmarks for action and transformative learning. By reiterating and refining the long term visions, it can echo and amplify the guidance and signal provided by the Paris Agreement. The paper further outlines preconditions for the effective performance of these functions. Process-related conditions include: a public appraisal of inputs; a facilitative format that can develop specific recommendations; high-level endorsement to amplify the message and effectively inform national climate policy agendas; and an appropriate schedule, especially with respect to the transparency framework. Underlying information provided by Parties complemented with other (scientific) sources needs to enable benchmark setting for collective climate action, to allow for transparent assessments of the state of emissions and progress of a low-carbon transformation. The information also needs to be politically relevant and concrete enough to trigger enhancement of ambition. We conclude that meeting these conditions would enable an ideal GST and maximize its catalytic effect.

Energy sufficiency is one of the three energy sustainability strategies, next to energy efficiency and renewable energies. We analyse to what extent European governments follow this strategy, by conducting a systematic document analysis of all available European National Energy and Climate Plans (NECPs) and Long-Term Strategies (LTSs). We collect and categorise a total of 230 sufficiency-related policy measures, finding large differences between countries. We find most sufficiency policies in the transport sector, when classifying also modal shift policies to change the service quality of transport as sufficiency policies. Types of sufficiency policy instruments vary considerably from sector to sector, for instance the focus on financial incentives and fiscal instruments in the mobility sector, information in the building sector, and financial incentive/tax instruments in cross-sectoral application. Regulatory instruments currently play a minor role for sufficiency policy in the national energy and climate plans of EU member states. Similar to energy efficiency in recent decades, sufficiency still largely referred to as micro-level individual behaviour change or necessary exogenous trends that will need to take place.
