The report presents the results of a project to support the Commission in the preparation of a legislative proposal by identifying options to (i) streamline chemical-related data flows and improve data interoperability, dissemination and re-use, (ii) improve the implementation of the legal requirement to consider all available data in a chemical safety assessment and (iii) establish a mechanism to enable monitoring and data generation for the purposes of chemical safety assessments under the European chemicals regulatory framework. The report discusses different options and their impacts and reflects the contributions made by stakeholders in the context of the study. The findings are based on an extensive review of existing legislation and literature, targeted consultations with Commission Directorates General and representatives of EU agencies, and public stakeholder consultations

Undeniably, the electronics industry is highly relevant for the Chinese economy and seems to continue being important in the future. Nevertheless there are an ongoing discussions on the social and environmental sustainability of this sector in China and worldwide. These discussions mainly address labour issues, health and safety and environmental pollution in production, product use and end-of life treatment. This study shall contribute to objectify the discussion on social sustainability of the Chinese electronics industry by systematically analysing positive and negative social impacts during electronics production and end-of-life treatment in China. Thereby the study shall provide a basis to identify intervention strategies for increasing the overall social performance of electronic products.

The RoHS Directive 2011/65/EU entered into force on 21 July 2011 and led to the repeal of Directive 2002/95/EC on 3 January 2013. The Directive can be considered to have provided for two regimes under which exemptions could be considered, RoHS 1 (the former Directive 2002/95/EC) and RoHS 2 (the current Directive 2011/65/EU). Under Framework Contract no. ENV.C.2/FRA/2011/0020, a consortium led by Eunomia Research & Consulting was requested by DG Environment of the European Commission to provide technical and scientific support for the evaluation of exemption requests under the new RoHS 2 regime. The work has been undertaken by the Oeko-Institut, and has been peer reviewed by Eunomia Research & Consulting.

National and regional governments around the world have developed and imple-mented instruments aimed at promoting the inclusion of local suppliers as well as SMEs into their procurement processes. Addressing this challenge within sustaina-ble public procurement strategies poses an even greater challenge to governmental authorities and as well to private sector entities that want to provide support and participate in government tenders. The key message here is: The participation of SMEs in government procurement is at present a challenge, hence their inclusion and participation in sustainable public procurement with additional criteria for envi-ronmental and social considerations requires support and incentivization.

The study concludes that the share of the production phase in the total greenhouse gas emissions of a notebook can be significantly reduced by taking measures to extend the useful life-time of a notebook. Therefore, the study recommends that the focus of mandatory product policy for ICT should be expanded to measures related to possibilities of hardware upgrading, modular construction, recycling-friendly design, availability of spare parts, standardisation of components and minimum warranty periods.

The aim of this document is to draw attention to necessary reforms of the legal and economic framework in the area of „circular economy“, waste prevention and product obsolescence. In addition, the potential of the circular economy for climate change mitigation will be highlighted. Therefore, approaches for extending the usage time and lifespan for products are shown using the example of smartphones and textiles. Globally existing measures from the area of policy and legislation as well as suitable business models are presented and barriers and drivers for dissemination of the selected models are identified. Life cycle assessment studies will be used to estimate the greenhouse gas saving potential for Mexico that results from extending the usage times of smartphones and textiles. Finally, the results will be used to formulate recommendations for implementing the circular economy aspects of waste prevention and lifespan extension in Mexican waste and product policies.

Developments in society and implications for emerging pollutants in the aquatic environment | oeko.de

Pollutant emissions in river basins change continuously. Management strategies should address such developments. Many scenarios are published which describe future changes in the environment and in society. Examples concern climate change, demographic change and urbanization. Based on these scenarios, specific trends can already be predicted (with uncertainties). Do these scenarios help to get a picture on future pollutants? The study presented here is based on the hypothesis that existing scenarios on developments in society may provide useful indications for future pollutants. The analysis of more than 30 reports on future scenarios shows that some developments are directly connected to consumption and the emission of specific substances. Secondly, it became evident that the effects of other development scenarios, such as those associated with climate change, are more complex. A precise quantitative evaluation of the implications of some scenarios on future pollutants can be particularly difficult for such scenarios. An important field of changes is technological developments. Frequently observed changes in this respect are substitutions of problematic substances with substances of similar structure.
