Enhancing substitution of substances of concern with less hazardous alternatives will remain a key challenge for chemicals management in the coming years and is a central aim of REACH. This study analyses the support of substitution, which is the use of less hazardous alternatives for substances of concern, by instruments of the REACH regulation as for example during restriction and authorisation procedures and elaborated concrete recommendations for improvements. The analysis addresses two key questions: How does REACH actually support substitution of substances of concern? How could changes in REACH or its implementation enhance the support of substitution by REACH?

CEVIS teamed up biologists, economists, and other social scientists to evaluate four fisheries management innovations being considered for Europe: participatory approaches; rights-based regimes; effort control; and decision-rule systems. Comparative Evaluations of Innovative Fisheries Management brings the CEVIS project full circle by providing further insights into the role of science in policy.

Assessment of available tools for measuring GHG emissions | oeko.de

Intended as input for the members of the German Partnership for Sustainable Textiles, GIZ has commissioned Oeko-Institute to summarize the previous findings and deepen into critical as-pects of selected tools. This work has been conducted through desk research. Where the tools or required information were not freely accessible, the providers were contacted with questions for clarification and the request to provide a demo version to gain further insights. Experiences with the tools were also gathered, e.g. comments or opinions from other companies using the tools or publications that used the respective tool.

The study concludes that existing methodologies for measuring the greenhouse gas (GHG) emissions and energy footprint of ICT developed by various standardization organizations are suitable for being integrated into concrete environmental policy measures. Applied to mandatory reporting of electricity consumption, the benefits outweigh the cost when applied to Data Centers and Telecommunication networks where there exists a lack of environmental policy measures and a lack of publicly available data despite their footprint growing by 45% by 2020 in EU-27.

The aim of this document is to draw attention to necessary reforms of the legal and economic framework in the area of „circular economy“, waste prevention and product obsolescence. In addition, the potential of the circular economy for climate change mitigation will be highlighted. Therefore, approaches for extending the usage time and lifespan for products are shown using the example of smartphones and textiles. Globally existing measures from the area of policy and legislation as well as suitable business models are presented and barriers and drivers for dissemination of the selected models are identified. Life cycle assessment studies will be used to estimate the greenhouse gas saving potential for Mexico that results from extending the usage times of smartphones and textiles. Finally, the results will be used to formulate recommendations for implementing the circular economy aspects of waste prevention and lifespan extension in Mexican waste and product policies.
