Implementing circular economy in Mexico: Recommendations for strategies against obsolescence of smartphones & textiles | oeko.de

The aim of this document is to draw attention to necessary reforms of the legal and economic framework in the area of „circular economy“, waste prevention and product obsolescence. In addition, the potential of the circular economy for climate change mitigation will be highlighted. Therefore, approaches for extending the usage time and lifespan for products are shown using the example of smartphones and textiles. Globally existing measures from the area of policy and legislation as well as suitable business models are presented and barriers and drivers for dissemination of the selected models are identified. Life cycle assessment studies will be used to estimate the greenhouse gas saving potential for Mexico that results from extending the usage times of smartphones and textiles. Finally, the results will be used to formulate recommendations for implementing the circular economy aspects of waste prevention and lifespan extension in Mexican waste and product policies.

Designing prediction markets for international negotiations: Lessons learnt from the Climate Summit in Copenhagen | oeko.de

This paper presents results from a field experiment of running a prediction market for international climate negotiations. We draw upon our experience of running the Copenhagen Prediction Market during the Copenhagen Climate Summit in December 2009. The Copenhagen Prediction Market consisted of 17 different markets, where participants could trade in shares predicting, amongst others, reduction targets for various countries, the long-term stabilisation goal or the level of funding from developed countries to developing nations for mitigation and adaptation actions. We show that this novel application of prediction markets to climate negotiations is distinct from more traditional applications and, in many ways, more challenging. We discuss our experiences in designing and setting up the market and interpreting its results. Challenges for electricity network governance in whole system change: Insights from energy transition in Norway | oeko.de

Once transitions progress beyond the start-up phase, niche technologies diffuse more widely to generate important knock-on effects in a focal sector. This entails a need for moving beyond niches to embrace a ‚whole system perspective‘. In the power sector, this perspective puts electricity networks in a more central position. This paper analyses how the governance of power networks is challenged by the energy transition. We integrate insights from network regulation and transition studies to propose a framework for understanding such challenges. With this framework we assess recent regulatory innovations in Norway. The paper shows how the regulatory toolbox can be amended to tackle innovation and transition. The Norwegian case shows that the regulator has taken up the energy transition challenges. It also shows the difficulties of making these new instruments effective, including the tension between a regulatory cost-efficiency focus on the one hand, and transformative change on the other. The EU will adopt a climate target for 2040 and a framework for its implementation in the coming years. The 2040 target and its implementation framework will be pivotal milestones on the EU’s journey towards achieving climate neutrality by 2050 and ultimately attaining net negative emissions. Rules on carbon removals will be a crucial part of this framework. The integrity of the EU’s climate policies hinges on the strength and effectiveness of these rules. A new report by the Ecologic Institute and the Oeko-Institut explores the role of carbon removals in the EU’s climate framework for 2040. The report gives an overview of past trends in carbon removals in the EU, and explores possible contributions from natural and technical sinks to reaching the 2040 climate target. With a focus on measures and policies governing and incentivizing carbon removals, the report also examines the extent to which temporary and permanent carbon removals can contribute to achieving the EU’s 2040 target.

Greenhouse gas emissions from aviation have been rising steadily in the past due to increased demand for air traffic despite efficiency increases through technological improvements and operative measures. At the same time emissions from international aviation are not covered by the United Nations Framework Convention on Climate Change or its Kyoto Protocol. The Commission of the European Communities has proposed a Directive which would include aviation in an emissions trading scheme due to the lack of progress on the international level. The purpose of this report is to compile reliable and transparent data on the effects of aviation on climate change as background information for the discussion of greenhouse gas mitigation efforts by this sector. It gives an overview of the effects of emissions from air traffic on the climate with a special focus on non-CO2 gases and contains latest data on historic and projected emissions from government, science and business organisations. This is the Final Report on a study to support an impact assessment of options for the EU ETS for Aviation following the completion of the Stop-the-Clock derogation at the end of 2016. The report provides a brief overview of the problem being studied and the manner in which the policy options under consideration have been interpreted for the analyses. It presents the results of the assessments of the impacts of the policy options on CO2 emissions, revenues under the EU ETS and international credit systems and economic impacts on aircraft operators. Following the agreement of a global market-based measure (GMBM) at the 39th ICAO Assembly in October 2016, the report includes assessments of the policy options which include the implementation of the GMBM and assesses the implications of the agreement that was reached. The report also includes (in Annex II) the analysis of responses to the public consultation that was organised by the Commission prior to the commencement of this study.

On behalf of Agora Energiewende and Agora Industry, the Oeko-Institut has developed a new Excel tool, the PTX Business Opportunity Analyser. The tool is designed to identify regions with promising business opportunities within the PtX value chain. Its aim is to promote the export of a wide range of PtX molecules, including amongst others, green ammonia, e-methanol and synthetic fuels. Users can calculate the delivered cost of PtX molecules from an export country to an import country, with a detailed cost breakdown comparison highlighting the competitive edge of one country against another. The tool comes with a default dataset for all included countries to guide the user and provide a high-level overview using pre-feasibility level information, while also allowing the user to manually adjust all relevant variables to accommodate local inputs. Moreover, the tool connects the techno-economic analysis with relevant information on certification schemes and sustainability issues. The tool comes with a detailed data documentation in which we explain the data sources and data processing that are used in the PTX Business Opportunity Analyser.

Introducing the Open Energy Ontology: Enhancing Data Interpretation and Interfacing in Energy Systems Analysis | oeko.de

Heterogeneous data, different definitions and incompatible models are a huge problem in many domains, with no exception for the field of energy systems analysis. Hence, it is hard to re-use results, compare model results or couple models at all. Ontologies provide a precisely defined vocabulary to build a common and shared conceptualisation of the energy domain. Here, we present the Open Energy Ontology (OEO) developed for the domain of energy systems analysis. Using the OEO provides several benefits for the community. First, it enables consistent annotation of large amounts of data from various research projects. One example is the Open Energy Platform (OEP). Adding such annotations makes data semantically searchable, exchangeable, re-usable and interoperable. Second, computational model coupling becomes much easier. The advantages of using an ontology such as the OEO are demonstrated with three use cases: data representation, data annotation and interface homogenisation. Implementing the EU 2040 Climate Target: Building blocks and measures | oeko.de

The European Climate Law (ECL) requires the EU to adopt a climate target for 2040. The Eu-ropean Commission recommends an EU climate target for 2040 of 90% reduction in net GHG emissions by 2040 (compared to 1990). Achieving emission reductions on this scale is indispensable if the EU is to stay on a realistic path towards climate neutrality by 2050 and net negative emissions thereafter. To achieve emission reductions on this scale, the EU must meet its 2030 climate target and scale up its current reduction efforts significantly. With existing measures, as published by the European Environment Agency (EEA) in 2024, the EU is projected to only reduce net emis-sions by 54% in 2040, and 62% if additional measures are implemented. The EEA projects that the EU is currently set to miss its climate neutrality target for 2050 and its 55% reduction target for 2030.
