This report presents an overview of the progress achieved so far by the EU, its Member States and other EEA member countries towards their respective targets under the Kyoto Protocol and the EU burden-sharing agreement, as well as 2020 targets set at EU level. The assessment is based on greenhouse gas (GHG) emission data in Europe for the period 2008-2011, including recent EEA estimates of proxy 2011 GHG emissions.

The report provides an analysis of past, present and future emissions trends under the EU ETS, based on the latest data and information available from the European Commission and Member States. It also analyses the balance between supply and demand of allowances in the market. The report’s annexes provide extensive material describing the functioning, scope and cap of the EU ETS. The report was prepared on behalf of the European Environment Agency, as partner of the European Topic Centre on Air Pollution and Climate change Mitigation.

Additionality risks for this project type are low. Our analysis finds that revenues from carbon credits often boost internal rates of return significantly and help clearing financial benchmarks. However, we find that application of available quantification methodologies is likely to overestimate emissions reductions by about 10 to 30 percent and/or to involve  significant uncertainty. The project type uses best available technology and has a low risk of locking-in continuous greenhouse gas emissions. It has positive SDGs impacts on air, soil, and water pollution.

An earlier version of t his paper was presented at the CNIC Conference on Nuclear Energy and Greenhouse-Gas Emissions, Tokyo, November 1997. In this paper, we address both, presenting results of life-cycle cost and emission analyses of energy systems with respect to current technologies. We discuss the results with respect to other findings in the literature, and also indicate the cost-effectiveness of CO2 abatement in the electricity sector.

The Comparative Evaluations of Innovative Solutions in European Fisheries Management (CEVIS) Project (2006 – 2009) was an exploration of how science can aid policy decisions. CEVIS teamed up biologists, economists, and other social scientists to evaluate four fisheries management innovations being considered for Europe: participatory approaches; rights-based regimes; effort control; and decision-rule systems. Comparative Evaluations of Innovative Fisheries Management brings the CEVIS project full circle by providing further insights into the role of science in policy.

Intended as input for the members of the German Partnership for Sustainable Textiles, GIZ has commissioned Oeko-Institute to summarize the previous findings and deepen into critical as-pects of selected tools. This work has been conducted through desk research. Where the tools or required information were not freely accessible, the providers were contacted with questions for clarification and the request to provide a demo version to gain further insights. Experiences with the tools were also gathered, e.g. comments or opinions from other companies using the tools or publications that used the respective tool.
