Together they have over 38,000 employees and over 400,000 students. The HBO-raad focuses on strengthening the social position of Universities of Applied Sciences. CITO is specialized in the development of tests, exams, the assessment of learning results and certification. Using these specialisms as a starting-point CITO contributes to the improvement of educational quality. The institute has become widely known for its Primary Education Final Test and the national exams. Since its foundation in 1968 the institute has developed a broad package of instruments for testing and assessment, aiming at primary and special education, secondary education, vocational education and adult education.

The institute is an inter-university, national research institute that conducts research on the education and development of children and adolescents from birth through young adulthood. The main goal of ISED research is to determine in what manner, and to what extent, the development of children and youth can be optimized through better child rearing, socialization and instructional practices, and through professional intervention.
