Das IBE ist das UNESCO-Büro für Bildungsinhalte, -methoden und -strukturen. Es soll dazu beitragen, das Ziel einer qualitativ guten Bildung für alle zu erlangen. Ziel des „International Network for Research in Arts Education“ (INRAE) ist die Förderung von qualitativ hochwertiger internationaler Forschung im Bereich der künstlerischen und kulturellen Bildung (formale, non-formale und informelle Bildung) sowie die Durchführung von Forschungsvorhaben zur Umsetzung der UNESCO „Seoul Agenda: Entwicklungsziele für Künstlerische / Kulturelle Bildung“. Zudem soll das Netzwerk als Forum dienen für die Verbreitung entsprechender Forschung, für die Förderung von forschungsrelevanten Qualitätsdebatten sowie für das Aufzeigen von exemplarischen Praxisbeispielen. Das INRAE entstand als ein Ergebnis der internationalen Konferenz „International Monitoring and Comparative Research in Arts Education“, die im Mai 2011 in Wildbad Kreuth stattfand.
