Das Nationale Forum für `Bildung für Alle` wurde als multisektoriale Kommission des Bildungssektors von staatlichen Institutionen und zivilgesellschaftlichen Organisationen geschaffen, um die öffentlichen und privaten Bestrebungen im Weltbildungsforum in Dakar-Senegal, welches von der UNESCO organisiert wird, zu integrieren. Eine der hauptsächlichen Funktionen des Forums war die Formulierung und Elaborierung des Nationalen Plans für `Bildung für Alle`, der im September 2005 veröffentlicht wurde. Seitdem ist es das Ziel, den Inhalt dieses Plans zu sensibilisieren und zu verteilen, sodass er sich an das Bürgertum anpasst und dieses informiert, damit es im sozialen Monitoring des Bildungsdienstes dazu beitragen kann, den inklusiven, distinktiven und gerechten Charakter einer Qualitätsbildung für Alle zu wahren.

Der Bericht wurde 2008 vom Institut für Internationale Zusammenarbeit des Deutschen Volkshochschulverbandes, der UNESCO Kommission in Tadschikistan und der Assoziation für Erwachsenenbildung in Tadschikistan herausgegeben.
