Durch die Durchführung von Fortbildungsmaßnahmen, die Umsetzung gemeinsamer Projekte sowie die Einbindung von Kunst in fünf städtischen „Reallaboren“ in Mexiko, Brasilien und Argentinien wird der Aufbau von neuen Modellen städtischer Zusammenschlüsse von Akteuren („Koalitionen“) sowie städtischer Regierungsführung gefördert. Diese Prozesse werden durch Transformationsforschung einerseits unterstützt und andererseits analysiert, damit die Ergebnisse anschließend auch in anderen Städten genutzt werden können.
