The Finnish knowledge base (Finnbase) is intended to inform the debate in Finland on how to improve the standing and quality of vocational education. It is a knowledge base on Finnish and European experience in the field of enhancing the attractiveness of vocational education. The Finnbase is envisaged as a tool for accompanying ongoing research and for facilitating continuous dissemination. Its conceptual framework is open for knowledge creation in a process of discourse. The design is such that researchers themselves can be the collaborative producers and maintainers of the knowledge base. The website offers navigation under the following titles: Introduction, Finnish reform trends, European perspectivs, access to reviews, sources.

Rapid growth of jobs in low-skill occupations may lower overall returns to schooling and raise dropout rates, especially among teens from relatively poor origins. While the problem of high school dropout rates has been identified in several emerging Asian economies, most studies have emphasized supply-side constraints such as schooling access and cost, and shortages of qualified teachers. But boom-related changes in the sectoral and occupational distribution of job creation suggest that demand-side factors may also be in play.
