The analyses highlighted three main issues: The targets set for the various sectors can be achieved by means of a range of different strategies. From a macroeconomic perspective, all implementation strategies covered by the study are linked with positive effects. This is especially the case where an efficiency-based implementation strategy is pursued. In all sectors, specific challenges are faced which should be addressed when developing and implementing the first programme of measures under Germany’s Climate Action Plan 2050.
